Summary

The concept of Soft Power has radically evolved, but its tools are still effective. This talk displays French soft power in Asia/Japan in particular. There are trends that it makes sense to look at before the pandemic. Where manageable, effects of COVID environment are presented.
Themes to be examined include: 1) Soft & Smart Powers (according to the definitions by Joseph Nye) 2) French Institutes aiming at more visibility 3) French Alliances initiating momentum for local audiences 4) French influence in Japan through translators, experts and advisers in a modernization process 5) Scientific Diplomacy 6) Museum Diplomacy 7) The policy of “francophonie” 8) Education: Foreign Students in France & French campus in Asia/Japan 9) French attractiveness through tourism and luxury 10) French Literature & Cinema 11) French residents in Asia-Oceania/Japan 12) Gastronomy: a new tool. In the social sciences, we put forth 2 examples: Th. Piketty today, A. de Tocqueville yesterday.

Profil :
Olivier Vaysset is a part-time instructor at Keio International Center giving a course about “France & Europe Asian Policy since WWII”. Vaysset has got MA in History and in Chinese language and Civilization, Jussieu, University of Paris 7. Certificate of History of Modern China, Nanjing and Beijing Universities during his 2 years as a foreign student with a Chinese government scholarship (1979-1981), and enjoyed a private summer program at Tung-wu Ta-hsüeh University, Taipei (1976). He is a former French diplomat (1984-2017), stationed mainly in Asia: Laos: 1989-92, Japan: 1992-95, Burma: 1995-99, Taiwan: 2002-06, Singapore: 2006-08, D.P.R. of Korea as the 1st Director of the French Cooperation Office in Pyongyang: 2011-13, Consul General in Chengdu, P.R. China: 2013-16. Without forgetting Angola: 1984-87 and Fiji: 2016-17. His files have been very diverse, covering in particular foreign policy & cooperation.
